If a man dies before receiving his government pension I.E age 58 is his widow entitled to his pension

In the UK, a widow may be eligible for bereavement support payments instead of a widow's pension. These payments are made in monthly installments. 

Bereavement support payments

Are made to help prevent financial hardship after the death of a partner 

Replaced the previous benefits of bereavement allowance, bereavement payment, and Widowed Parent's Allowance 

Do not affect eligibility for pension credit 

Inheriting state pension 

A widow may also be able to inherit part of her deceased spouse's state pension. This includes: 

The basic state pension, based on the deceased's National Insurance record 

Up to 50% of the Additional State Pension 

Up to 100% of the SERPS pension if the deceased died before October 6, 2002

I wasn't sure if she would be entitled as he had died before he would have received a pension 

She will get some bereavement allowance but it doesn't last for ever, I think it's worth a 120 a month from memory for about 18 months.

The best thing she could do is speak to CAB and get professional help.
