Credit Card Cloning

We've just had a credit card cloned and are wondering if anybody can explain how successful the credit card Fraud Departments are in following up these offences and gaining prosecutions. Do they just take the hit if it's obvious the transactions are fraudulent, on the basis that they will recover the costs in interest rates, or do they have teams of people who actually try to actively try and track down these criminals.
