my new partner was married for 28 years his wife (not yet divorced) says she is entitled to all his pension is this true

It is not black and white - her pension may worth far more than his, for example.

However, pensions are considered assets to be taken into account for the divorce settlement.

Highly unlikely she would be entitled to all of it, but she is almost certain to get some of it. The solicitors dealing with the divorce should help the couple to come to an arrangement - if not, then a judge will decide.
