You need to obtain a copy of your credit file, so you can see exactly what the lenders are seeing when they consider any applications from you.
The two main credit reference agencies are Experian and Equifax, and you can apply online for a copy of your report at http://www.experian.co.uk and http://www.equifax.co.uk. There is a small fee to pay.
Not all lenders use both credit reference agencies, so you may find that some information appears on one report but not on the other. If you can't understand why you might have a poor credit rating / why you are struggling to obtain credit, it might be worth forking out for both reports, to make sure there is no inaccurate information on either.

moomintroll1 is correct- it's the person not the address that counts- unless you are unlucky enough to have the same name as the previous occupier. However I think the credit check will look at the electoral roll to check you are living at the address you give.
As Postdog says, get a free experian report and see what it says

ok thank u 4 ur ansers? i have done that experian already and they only said i had a fair credit rating but i dont understand y it wud b bad because i hav neva really had anything that would make it bad? i am still getting letters at my address 4 the previous ocupant and there mostly debt collectors? i am also only 20 could any of this be the problem?
There may be nothing to make your rating bad but I guess there's nothing to make it good either. As you are only 20 the credit raters have little to go off. You neeed to build upa good rating gradually- get on electoral roll, a job helps, geta bank account , maybe get avery basic credit card and pay it off
