if you can make double plus half of that amount in 18 months (41, 250) then just speak you your current creditors and increase you payments now!
seriously, if you can have a spare 41 thousand pounds in the next 18 months, why are you so hard up now? what will change in the next months?

Assuming that this is a serious post, you will NOT find anyone prepared to lend you the money. Apart from anything else, 20 searches on your credit file from previous applications will count against you.
Why on earth did you pay off bills belonging to other family members? You were under no obligation to do this, especially if they had passed away.
16500 isn't a hughe amount of debt (although I appeciate that it may seem like it to you). Are you working? Can you meet the minimum repayments?
If you are blacklisted already, maybe consider setting up a Debt Management Program or declaring yourself bankrupt? It sounds like your credit file is pretty much trashed anyway. Get advice on this though, speak to the CAB or someone to make sure it is a viable option.
