does anyone know if an employee can apply for voluntary redundancy if their job has dried up due to company being taken over and they have just been left without any work? (I have been in this situation for at least 2 years) Or is voluntary redundancy something you are offered?

A redundancy situation has to be declared first, and even then they can decide on the redundancy arrangements such as whether VR will be considered. Maybe they are just hoping you'll leave. Have you raised your concerns at work? Maybe you could negotiate a compromise agreement?
