There's no such thing as THE Business Directory. There are just countless publications and websites which are referred to as business directories. Most of them do little more (if anything) than simply list businesses and their contact numbers. (Yellow Pages is a general business directory but there are lots of specialists ones, e.g. there's a business directory, used by advertising companies, which provides contact details and advertising rates for every newspaper and magazine in the country).
So it's impossible to directly answer your question.

I'm not entirely sure what you're looking for. There are all manner of business directories really, but they are used less and less now we all access services online. Of course there is the Yellow Pages or Yell.com, then there is a directory of members of the local chamber of commerce, but it only lists members and not all businesses, plus there are others such as Thompson and so on.
But if you are a start up business it would be worth thinking about your market before you start any advertising. What are you selling and where will people look for that item or service.
