The CAB should be your first port of call. They would give advice without having any financial interest in how you tried to clear your debts.

Since Clear Debt Solutions is a firm which offers services to creditors, rather than to debtors, I assume that you're trying to chase someone for debt. If we're to advise as to whether there's any point in using such a firm, we'll need to know what type of debts you're actually trying to chase. (e.g. is it a disputed debt? Is the debtor a private individual, a sole trader or a limited company? Have you checked to see whether they've got CCJs against them, or whether they've entered into an IVA or bankruptcy?).

These are all good points but may not be relevant to penguiness since, as buenchico has pointed out, this seems to be a debt collection firm rather than a debt consolidation firm
