Million or Millions

When expresed in words should 7 000 000 be seven millions or million?

The chancellor says millions when he discusses the budget but it seems million is more commonly used. which is correct and if i'm writing a document for an investor to look at which do you think i should use?

I would have thought that it would be 7 million as this refers to either ponds dollars etc etc.  7 millions pounds just doesn't sound right!

We also do not say hundreds nor thousands when expressing a specific amount, it just sounds wrong.
