Energy Suppliers Can I Change With Existing Debt

Hi there I have an existing debt with edf energy £269 and I want to change to another supplier I understood that there was a new rule came into force with the energy watchdog that says that you cant be prevented from moving to another supplier with an existing debt. Any1 know how i can find more info out about this

The Ofgem website simply says "Be aware that you may be required to pay off any debt to your current supplier before you are allowed to switch":

...and why wouldn't you be required to pay off debts before moving?
You'll have to pay off the debt if you move, so you might as well pay it and have done with it. If you owe EDF, they'll pursue you for payment even if you're no longer their customer.
My understanding is that the transfer won't happen until any amounts due to the current supplier are cleared
Your supplier can prevent you moving away if you owe them money unless you are on pre-pay meters, where you can move & take a debt of up to £500 with you.
