credit card information about spain and germany

Hello everyone,

I'm looking for information about the companies that issue and clear out credit card in either germany or spain. I would thank people who wuold answer some of my following questions: 

1. Is it possible that a company will issue credit card yet won't be in charge of it's clearing? is it possible the other way around (clearing, but not issuing)?

2. Do you know where can I find an organized list of such companies in either country?

3. Do you know of such companies yourselves?
