Is it possible to find out whether a business that has been operational for the last year,  registered with the inland revenue within its first three months of opening - as is the law?

Not sure that it is required. They would only need to register for VAT if their turnover will be over 60,000 (or thereabouts) per year. They wouls also only need to register for PAYE if they are an employee.

So if you have a sole trader builder who is turning over 50,000 a year, I don't think he would need to register with HM Revenue & Customs (the new name for the revenue)
