I’ve just found some Premium Bonds that belonged to my deceased mother-in-law. ‘Not Transferable’ is very clearly printed on the front of each bond. Can the money be refunded to her next of kin, or does this mean that because she’s dead her investment is lost?

Her next of kin can claim the value of the bonds.
They should have been cashed in and the money put with the rest of her estate. I do not know if there is a time limit to cash them after the holders death.
It isn't as simple as that. They are an asset that should have been dealt with by her estate.

Paragraph of Premium Bonds leaflet states:-
Bonds are not transferable at any time.Following the death of a Bond holder, the value of the Bonds will form part of the deceased Bond holder's estate.
Details here, they can continue to be held for a year after death and any winnings form part of the estate

You need to write to the National savings office with a copy of the death certificate.

If they're only valid for a year I'm too late. I've only just found them and she died two years ago. Oh well. Thanks for your answers everyone.
You still need to inform the Savings office so they can be cancelled and withdrawn from the draw.
It is still worth claiming using the information I posted above.
When the bond holder has died their bonds continue to be entered in to the draw for 12 months. After that the bonds should still have their face value so please claim.
