Illegal Sell Of Fuel After Refusal Of Scratch Card?

I am 23, I went to a local garage to refuel my car. While at the counter I asker for a scratch card, to which he asked for ID which I didn't have on me at that time. I was told you look 16 so I can't sell one to you if you can't confirm your age. I replied you have to be 17 to drive! But he still refused but allowed me to pay for my fuel, it wasn't until later I realised he can't sell me fuel if he didn't believe my age. Is this correct and if so should and how would I report this?

If the seller had to check your age to sell you fuel you would have to go in to the sale point and show id before you could fuel up.

The usual minimum age for driving cars is 17, but if you receive the higher rate of the mobility component of Disability Living Allowance, you can drive at 16.

The OP is not questioning the seller's right to refuse to sell her a scratchcard without ID.
She is asking about the seller selling her petrol when she apparently looked underage.
We've established that you can buy petrol at a younger age than you can buy a scratchcard, so no problem with the seller.
