I can't see how any bank can 'take over' any other bank's account. (A current account with the Post Office is actually an account with Bank of Ireland). Of course an account holder can always transfer their funds (or, subject to agreement, their overdraft, if applicable) to any other bank but that's not 'taking over' an account.

'Post Office Account' covers a wide variety of possibilities
If it's a Post Office Card account (of the sort that replaced paper pension books many years back) then it can't be taken over by a bank. You'd need to open an account at a bank to receive future payments then withdraw any funds in the existing account. There will be a procedure for lost cards which the PO should know about.
