can you use a 1st class stamp twice

Hi,
Can anyone tell me if there is any rule to say that you aren't allowed to use a 1st class or any stamp twice. If you cut it from an envelope and stick it down with sellotape can the royal mail refuse to deliver it?

Obviously this is quite in order, but if I receive envelopes where the stamp has not been cancelled, these too are used. My view is that if the post office cannot operate properly then I am entitled to use these stamps. So far as I am concerned, if I can re-use a carton or other packaging then not only is this good practice but actually encouraged - so the same goes for postage stamps.
