Is there a record kept by any authority on the ISA’s that an individual has accumulated over the years?

When you say "authority" what do you mean - e.g. HMR&C?
It may help us answer if you can tell us the reason for the query. If it's for example to establish whether DWP can check your current level of savings then yes they can get that info. If you want to know your current balances (or maybe a deceased's baalnces) you need to ask each bank.
