Can anyone tell me if it is possible to have a bank account for a club that is done online - we are obliged to have two signatories for every withdrawal by cheque so not sure if it is possible to have an account where we can make payments online and still have two people authorise it.

So it wuold seem to be posible to use online banking with such an account (but I don't know how it would work).

I've not touched a drop, honeshtly!
I belong to a club with such an account, and our Treasurer can make payments unilaterally (but cheques do require two signatures). The account was set up some 18 years ago so I don't remember the details, but I'm sure he uses online banking. We use Co-op bank so you could perhaps give them a ring.

Suppose you had two accounts, each with one user. To make a payment Person 1 sends money to person 2, who is the only authorised payee for that account. Person 2 then makes the payment to the final recipient.

No, but they can only nick an amount that's been sent to them, not an unlimited amount. I agree it's not a foolproof systm.
