The 'Durham' bid was submitted "by Durham County Council on behalf of the council, Durham University and Culture Durham Partnership":

(The city of Durham doesn't have its own council, as the County Council is a unitary authority, and it therefore couldn't bid alone).

East Suffolk Council, which covers coastal towns from the border with Essex (i.e. Felixstowe) up to the border with Norfolk (i.e. Lowestoft), together with those in between (e.g. Southwold and Aldeburgh), along with inland towns such as Woodbridge, Framlingham, Halesworth and Beccles, put in a joint bid with Great Yarmouth (in neighbouring Norfolk) to become the UK City of Culture:

Now that really is stretching the definition of a 'city' to its limits. If it had one, I wonder what they'd have called the 'city' as a whole, as saying that 'East Suffolk and Great Yarmouth' is the City of Culture just sounds weird to me!
