I think the reporter may be one of them, his spelling is worse than mine.

I suspect that it is worse than the figures given.  In 2001, when I had a cover lesson for needlework in my Bradford Comprehensive school - I was besieged by 12 yr-old girls (born and educated in UK) demanding 'pins and string'......... they meant needles and thread. I can't think that the situation will have improved.

Yes it has -it was realised that the fathers were limiting social intecourse of their daughter ( and wives) by limiting their language.  - as a  means of social control

I got  involved when it turned out 8 y olds were transalting for their mothers..... at a gynae clinic....

even the most trashy t-i-c question posed by the usual jokesters, can have a serious side

I'd love to know how many British ex-pats in Spain and Portugal speak the local language. I would guess not many.
