Is it possible to get charge back on a cheque when it has been cashed but you don't recieve the goods you paid for.

No. Once a cheque has debited your account then it cannot be reversed/charged back.

You can cancel cheques up to 6 months after they're cashed, particularly if fraud is suspected, which is what your question amounts to. Never done it myself but it can definately be done, apparently.
I think it is only if the cheque itself is fraudulent that it can be cancelled after the event, not if it is the transaction in which it was used that was (allegedly) fraudulent.
