As I don't know who your credit card company is I have no idea.

Try phoning their helpline - some are open 24/7.
I don't know if it varies with each council but oldham will only take a credit card payment for the full lot. They won't let you pay instalments by c/card.

Depends on your Council - some will, some, probably most, won't.

Technically, you can't set up a direct debit on your credit card at all - it's called a Continuous or Continuing Authority or something like that. You can't cancel it with the CC company - only with the payee - and direct debit guarantees do not apply.

Only your council can answer this for sure but there are payment methods on the reverse of your bill. If it doesnt offer you a credit card option, the answer is no..

Asking your CC company is irrelevant. The receiver (in this case the council) decides what payment methods they will take, not the CC company.
