Question about EMA!

I have lived in England for almost two years, having emigrated from Australia. I am 17 years old and about to enter 6th form. My mother is a single parent earning just over 30,810 pounds. I need to know whether the household income is judged before tax or after tax as I would like to claim EMA support.
