What is the process of transfering a property (house) title in the UK? Can the process be streamlined or fast-tracked?

With a mortgage it can only be done through your lender, so speak to them. Without a mortgage if the property is Registered at the Land Registry you can DIY without a solicitor or conveyancer if you want, speak to your local District Land Registry Office who will guide you through the process. If you do not know whether it is Registered you can check by clicking here http://www.landregisteronline.gov.uk/
Without a mortgage it is quite straight forward, my mum and dad had to do this a few years back and although the forms(which are downloadable off the net) are a bit full of legal jargon, you can soon work your way through them. The land registry people were very helpful on the phone
Forgot to mention, the fee is based on the value of the house, at the time my mums house was worth about 80K and the fee was less than 50.

Ive never worked out why the local solicitor wanted 400 for the job
