Not sure if this is the right place, but here goes anyway!!! My husband is in the Army and lives in Barracks up North whilst I live in the South in the house that we own. He has his own TV licence for his room on the Barracks. Last week he cancelled the TV licence as he went out to Iraq yesterday until June 2007 so would obviously not need it. A letter came for him today regarding a possible refund for some of the money paid (from my bank account). First the form enclosed to be completed asked for proof of the reason why cancelled and then it asks for his signature. I contact the Licence people today regarding proof and they said not to worry however they did say that as the licence is in his name then he has to sign the form. I advised that this is not possible as he is not here and will not be back til June 2007. As the money came out of my bank account does he really need to sign it, especially if he is not here!!!!????
Put it in writing. My DH did the same when he went out in 2003 and I dont recall having to sign anything. Write to them, explain the circumstances, I think your reasons are pretty good!

Personally I think it's disgusting that members of the Armed Forces have to pay for a TV licence for rooms in the barracks anyway. One licence should cover the whole building. We have the same problem, my OH is in the Army in N Ireland and we have to pay twice! Hope your OH gets back safely, it's a long time to be away.
