if a person is under inestigation for benefit fraud cant he information of that case be divulged to a 3rd party via telephone conversation or is the person protectedbt law

Can you be more specific? If for example the claimant has agreed for the benefits dept. to speak with the landlord then yes the council could inform that landlord that the reason payments have been stopped is because the claimant is being investigated.
A Benefit claim should not be discussed with anyone other than the claimant, having said that if someone has been working and not declaring the wages and the benefit office has requested details of the earnings a employer may guess the reason.
In the case of a landlord he should have been referred to the tenant.
