Yes - there are many online bank accounts available.

I opened online accounts at Barclays, Egg and Halifax without going to the branches.

First Direct and Smile also operate on-line accounts.

But you do have to sign documents which are posted to you.

I opened an account with Alliance and Leicester on-line.
They do ask you to get a proof of identity signed by a reputable person. Otherwise ii's all very easy
