Is this system worthwhile and does it offer any better protection than the credit card companies already do? Any views appreciated.

Well from a seller's point of view it is much easier to get a paypal account than it is to become a credit card merchant. Turn that round and from a buyer's point of view you can pay someone (eg a private individual) who cannot take credit cards and still have some protection
