yes you can appeal against this decision .call the customer support unit on 01772 235397 and ask for a form once you have done this they will not try to reclaim the money until they have looked at all the facts concerning your case.its a waste of time calling the help num as they just fob you off,i have been trying to sort mine out since oct 2005 and as of this week think i am actually getting some results.good luck you will need it as they take ages to sort it out.
Also ask for booklets COP1 and COP26. COP1 deals with their complaints system - you can eventually take it as far as an Independent Adjudcator if you are convinced you have a good case. BUT be prepared for a long hard fight - persistence is very necessary.

You also need to know exactly how the overpayment arose. If it was due to a mistake you made then you won't be able to avoid repaying it. Even if it was their mistake they use all sorts of arguments to try to justify recovering it. (COP26 deals with these issues).
Yes & do all the above. It is also worth involving your local MP, mine has been great & resolved part of the overpayment & I also got 50 cheque for the distress & worry caused, not that they were putting a value to that, but it did seem ironic.
Keep at it & good luck.
