Could he start off by doing small jobs at the evening/weekend and see how it goes and what work comes in?
He Needs to see his Local Business Link / Enterprise Agency. He can set up either as a sole trader or even limited (either Ltd or LLP) but he needs to understand the tax implications as he will still need to declare income, even though I agree with the previous poster that it is best to set it up slow at evening and weekends it is still important to do it properley i.e. the books etc.
