is it against the law to hold raffles in the USA?

Different States may have different laws but it is legal in Georgia:
On and after January 1, 1995, the holding of raffles by nonprofit organizations shall be lawful

In the United States raffle laws vary considerably by state. Some states define charitable raffles as equal to lotteries and therefore have deemed them illegal. Other states allow raffles for charities but do not have lotteries.
