The Financial Services Authority produces a booklet about 'basic' bank accounts. The table, on pages 6 & 7 shows the grounds that each bank considers when deciding whether to refuse an application to open an account. 'Undischarged bankrupt' appears alongside most of them but not with these accounts:

I recently opened a Barclays Cash Card Account and I don't recall any questions relating to bankruptcy. Details of what the account offers are here:

(Although its not mentioned there, you can withdraw money from any Post Office, as well as Barclays, Woolwich & Link cash machines).
