I just saw that there's another country which is not a World Bank member
Democratic People’s Republic of Korea (North Korea)
I overlooked it because Kosovo is a World Bank member, but not a UN member. So the 187 World Bank members plus the 7 missing countries equal 194, that is the 193 UN members plus Kosovo.

Of 206 Sovereign states, 188 are members while rest which are not are as follows: - Andorra, Cuba, Abkhazia, Monaco , Cook Island, Liechtenstein, Transnistria, Nauru, Taiwan, Nagamo Karabaksh, Northern Cyprus, Sahrawi Arab Democratic Republic, Somaliland, South Ossetia, Transnistria, Kosovo, Niue and North Korea
