How many Euros could be bought for 20,000 Yen if the exchange rate is 1.62 Euros = �1.00 and 186 Yen = �1.00
How do i work this out?

�1.62 = �1.00 = �186

or �1.62 = �186

�1 = �(1.62 �186)

�20,000 = �(1.62 �186) x 20,000
I believe you are making a mistake by bringing 3 currencies into the equation. As we know all currencies float up or down so therefore the above equation would only be accurate for a very small amount of time. Ideally for greater accuracy you should just do the conversion for Yens into Euros and forget sterling.
Those aren't particularly realistic exchange rates BTW - I assume they were just an example to demonstrate the arithmetic.

1 euro = 167.796 yen

20,000 yen = 119.192 euros

I don't think current exchange rates will be of much use for the purposes of this sum - the two figures given last coincided over 5 years ago.
