Tax dodger !!

Someone I know dodged the tax man many many years ago (approx 25 years).

He has not been to England for all this time and would like to visit in the next year or so to visit friends, but he is scared in case he would get caught for this tax dodge.

Is there any way that he could be caught and fined even though it happened all them years ago?
