Hi Ethel (or anyone else who may have an opinion)

I have an issue with an ebay purchase (and it was paid for by PayPal and had the symbol of Purchase protection up to �150.00)

The last email from Paypal had the following:

The amount refunded to you represents the total amount PayPal was able to recover from the seller's PayPal account. Although the claim is closed, it is noted in the seller's account records, and the seller will need to complete the refund to you if he/she wishes to continue the use of PayPal's service. As stated within the PayPal User Agreement, the PayPal Buyer Complaint Policy does not guarantee recovery of your funds, and recovery is done on a best effort basis.

For some reason your purchase was protected only by the Buyer Complaint Policy and not the Buyer Protection Policy.

Without knowing the details of the listing it is impossible to say why this is.
