YoU CAN OFFER whenever you like, it might be an idea to have a mortgage offer first. The seller will take you more seriously if you are in a position to move ie sold yours
The danger with offering now is that the seller wont take it off the market and someone else will come along and offer who is in a position to move

Buying and selling houses is different in England and Wales from Scotland. I sold my house in Scotland to move to England. I had to have different solicitors for the selling and the buying which was probably more expensive than only needing one. This was because the property laws are so different. In answer to your question, I think it depends on where you are in the country.
We have put in an offer for a house (which was accepted) before ours was even on the market. We moved in 4 weeks later!

Note that if you are putting an offer in via an Estate Agent, they must by law give your offer to the sellers (though they will point out that you will not be in a position to move quickly).
