Can creditors take money from children's bank accounts?

My sister is currently repaying her debts through CCCS. A certain bank that she owes money to hasn't formally accepted the repayment offer (she's continuing to pay the amount offered via CCCS as it's all she can afford). My sister's just been told that this bank can take money from her children's accounts, for which she has responsibility. Is this true? One of the accounts is a Child Trust Fund, so I don't see how they could touch that!
Thanks for your help,
lc

she is probably a trustee and is named on the account

Even if she is a trustee I don't believe they can legally touch the funds. She won't be a beneficiary and, again, even if she was, unless she was sole beneficiary I doubt they'd be able to arrest funds from it directly.

I don't believe they can take the money from the children's accounts either.

Doesn't mean they might not try it having failed to understand the legal title to the account though.

Thanks both, she is a trustee on the account, but I didn't see how money that wasn't hers could be taken - especially since most of the money in the accounts came from other people for birthdays, etc!
Thanks again,
lc
