Does a debt go to court before the Baliff comes

My friend was evicted from her house,for none payment of morgage and a loan with a second charge on house. do the baliff need a court order to come to the house to seize goods or take the keys.? If a court granted permssion for the baliff to come what sort of record would there be. thanks

Is your friend certain it was a bailiff? If there was no Court judgement or order then it should not have been. It could be a debt collector giving the impression to her that they were a bailiff. If that was the case, then I suspect they have breached all sorts of rules, but proving it would probably not be easy.
