Can a Building Society, when approached, go through the process of offering to consolidate mortgages on 4 properties into 1, charge a fee of �5,000.00 and then decide against it at the last hurdle and keep the fee?

You would possibly have been given a illustration which details all fees - these fees would also show whether they are refundable or not.
