where could someone with a less than desirable credit rating open a bank account? all suggestions welcome!

Try the Co-operative Bank Cashminder account.
Nationwide account. they have direct debit facility too.
You used to be able to open a card cash account with the Halifax, you can use it for direct debits and have cash paid in to it too, but only ever get a cash card.
i tried co-operative bank and was refused and my credit is not too bad but bad enough!
