If you let out your property and reside elsewhere for a large amount of the time, do you still sign on the Electoral Register for that property?

No - the people that live there register. You should register at the address where you are living.
If you live at two addresses, each part time, it's perfectly legitimate to register for both.

Depending on the election it may well be illegal to vote from both though.
