Do pension credits top up everyone's state pension to the maximum regardless of Ni contributions? If not, how do they work exactly?

Pension Credits is very much like Income Support for pensioners. it has nothing to do with NI contributions, and is available for those who's basic pension/income is below a certain level. it is means tested so you can't claim if you have a degree of capital/savings, or other income.

Thank you for your post on your other thread. I note (from that thread) that you're still confused regarding NI contributions, savings and Pension Credit. Sara3's link does actually answer your question but not directly. What I mean by that is that the page she directed you to includes a further link, to an online calculator, which will (hopefully) tell you what you need to know:
