My compny haven't paid me for 7 weeks

The company I work for have not paid the staff, including me,for 7 weeks.
They say they are waiting for payment from clients.
However they are advertising for more staff in the call centre knowing they can't pay them.
It's my belief they could be trading insolvently.
I now cannot get to work as I can't afford to run my car and the office is on a trading estate which is not serviced regularly by buses.
It has been recommended I apply to the small claims court for my salary.
The Directors have put 2 previous companies into liquidation and I'm worried this is the path they will take again.
Should I report my fears of them trading insolvently to a government department? And if so, who?
