photo id to cash giro?

Hi, my partner is currently on job seekers and cashes his giro at the post office. Today the post office clerk told him that she will cash it today but from now on he will need photo i.d to cash it but he doesn't have a passport or provisional license. Can anyone tell me if there is some sort of scheme that would pay for a passport for him because he cannot afford to buy one on his job seekers money? Or if there is any other form of i.d cheaper than a passport that would be acceptable? Thankyou in advance.

He could arrange for his payments to be made into a bank or a Post Office card account.
If he doesn't have photo ID he'll find it almost impossible to open a bank account. When he finds a job he'll probably need a bank account to collect his wages.

My daughter opened a Step account with Nat West and she has neither a passport nor driving licence. It's a basic current account with a Solo card. These cards aren't as widely accepted as Visa etc but most supermarkets etc accept them. You can't overspend with them as they have no overdraft facility or cheque book - just a debit card.
He could apply for a Post Office Card Account, but to do this he would need to contact the agency which pays his benefit to get a Personal Invitation Document to apply for a PO Card Account. He will need this when he goes to his local Post Office to get an application form. When you have a PO card account though you can use the card to withdraw cash, or get a balance, at any Post Office.
With the kind of bank account that carrot99 mentions you can also withdraw money at any Post Office free of charge.
btw I work in a Post Office - and if I know the customer, or I have been cashing their giros for a long time (most people now use the Post Office Card Account- so we don't actually cash many giros these days) then I wouldn't bother asking for ID in the future!
