I don't think borrowing �28K from friends and family is the answer here. If you can't afford to pay off your creditors, you can't afford to pay back friends and family either, and in my experience, many people who borrow from family/friends end up welshing on their debts which is not a very honourable way of behaving and can leave lasting damage to relationships.
I think you need to bite the bullet and get advice from the Citizens Advice Bureau or a free Debt Counselling Service like the Consumer Credit Counselling Service. (
http://www.cccs.co.uk/). They deal with cases like yours all the time so will be in the best position to help you negotiate your way out of this difficult situation.
It may well be that bankruptcy might be the best answer for you. You can also find advice from Moneysavingexport.com where there is a special Debt section on their forum if you register.
