VAT and Social Club Christmas Draws

When running a Christmas Draw for a Social Club. Members buy tickets at �1 a time, all monies go into prizes for the members. Someone has stated we can claim back VAT on prizes but not pay VAT on ticket money. I disagree saying it'a either collect AND pay VAT or no VAT at all anywhere!! Any opinions?
