I have been told that the council can pay off my house if it is compulsary purchased and claim the deeds but how does this work if everything is on computer.

I think you are using the word "deeds" colloquialy to mean "ownership of the property". By compulsory purchase the council can buy your property off you, whether you agree or not, and will become the owners of the property.
First there has to be a compulsory purchase order. You can object to that and there may have to be a public enquiry to confirm the order. You will then have to sign a land registry form TR1 to transfer the ownership of the property to the council, and the council then send that form to the Land Registry who amend their records. If you refuse to sign th form the council can simply apply to the Land Registry to enter them on its records as being the owners without the form anyway.
