Question earlier posted in Business, but with no answers, so here it is again;

Is it true that Local Authorities are giving preference to people of "ethnic" backgrounds, major financial help in starting their own businesses?

Has anyone had experience of this?

No that would breach a fist full of EU laws.

What does often happen however is aid is often given to groups "Like the urban poor" where there maybe a disportionate amount of people from particular ethnic groups (including the core "White" group")

These policies are often really designed in many cases to change the status of people from not working to self employed with often little change in poverty levels.

this is the government's (not local authority) business advice page - there are various tools to work out what grants etc to which you may be eligible. Try it Monday as it's undergoing maintenance this weekend. Good luck with your new business.
