The first station is clearly Broad Street, with the second being Liverpool Street.
The only poem about Liverpool Street station mentioned in Dow's Dictionary of Railway Quotations is the one by John Davidson, so that would have to be my guess for the identity of the poet.

I've solved the mystery!
Knowing that he was famous for his railway poems, I took a stab in the dark at John Betjeman being the poet you're seeking by googling 'Betjeman Liverpool Street' and look what I found . . . :-)
